AXIOS treats civilian assets and credentials as stateful records, not text fields that are overwritten whenever something changes.
Transfer without erasing history
Vehicle ownership can move from one civilian to another while preserving historical ownership and registration context.

Issuance, renewal, suspension, revocation and expiration can remain distinct states instead of a single permanent yes/no field.
Authorized downstream context
Public-safety users can receive the authorized portion of civilian/DMV state later without exposing internal RMS information back through the civilian portal.
